The trap that catches most people is orientation, and it catches them because two documents look similar and are not. Aadhaar is 35x45mm portrait. PAN on NSDL is 25x35mm portrait, which is smaller, and the PAN signature is 45x20mm landscape. Several sites publish 531x413 as the PAN photo size, which is simply the Aadhaar 413x531 portrait with the numbers swapped. There is deliberately no such preset here, and the tool says so on screen rather than quietly offering it.
Three presets cover the paths that actually exist. NSDL, now Protean, wants the 25x35mm portrait at 197x276 pixels and 20 to 50 KB. UTIITSL is cited as a 213x213 square. The signature is 354x157 pixels at 40 to 50 KB, cropped landscape with the head guides switched off, because head guides over a signature are nonsense. Each preset states its own rule and links the portal it belongs to, since NSDL and UTIITSL publish requirements that differ.
There is a signature problem specific to this tool that runs the opposite way to everything else. A 354x157 image of ink on white paper compresses so well that it lands under the 40 KB minimum even at maximum quality. When that happens the tool raises quality instead of lowering it, and reports the raised figure. It will not pad a file with junk bytes to fake a size, and it tells you so rather than pretending the target was met.
An ink cleanup slider is available on the signature preset, off by default. It lifts near-white paper to pure white and deepens the ink without touching hue, which is what a phone photo of a blue-black pen on greyish paper actually needs. It does not redraw anything and cannot rescue a blurred scan. For the print sheet, the NSDL preset can tile ten copies onto a 6 x 4 inch canvas at 200 DPI, with nothing upscaled, which is what a photo shop prints for the physical form.

If your requirement is a plain pixel size with no document spec attached, the image resizer is simpler. For a weight limit only, use resize image to KB. How to Resize a PAN Photo and Signature
Check which portal you are filing on before anything else. NSDL and UTIITSL publish different photo requirements, and the signature is landscape while the photo is portrait.

Why no output weight is promised. File size depends on your photo, so quality is searched down toward the target with a hard floor at 40. On the signature the problem inverts: 354 x 157 pixels of ink on white paper often lands below the 40 KB minimum even at maximum quality, so quality is raised instead and the real figure reported. The tool will not pad a file with junk bytes to fake a size. The only figures fixed in advance are the ones above. A PAN application asks for two images with almost nothing in common. The photograph is a small portrait. The signature is a wide landscape strip. They have different shapes, different pixel counts and different file size rules, and the one thing they share is that submitting either in the wrong orientation gets the application sent back. The row worth pausing on is the failure mode, because it runs in opposite directions. A photograph carries detail and lands above the ceiling, so quality comes down. A signature is a few thousand dark pixels on a white field, compresses to almost nothing, and lands below the floor. Those need opposite fixes, and a tool that only knows how to compress will quietly hand you a 12 KB signature against a 40 KB minimum without mentioning it.

You Need Physical Copies

You Were Given 531x413

⚙ Technical Notes and Honest Limits
This tool does not remove backgrounds, does not detect faces and never claims a file is compliant. Those are decisions rather than gaps. What follows covers those, plus the two parts of this particular pipeline that behave differently from every other tool on the site.
Every other size-targeting tool assumes the file starts too heavy and works downward. A signature inverts that. At 354 x 157 pixels, with most of the frame pure white and only a few thousand dark pixels, JPEG compresses the result to well under the 40 KB the PAN specification cites, even at maximum quality. So this preset searches upward instead, between quality 92 and 100, for the largest encode that still fits the target, and reports the raised quality on the result. What it will not do is append meaningless bytes to inflate the file. That would satisfy a size check while producing a file no honest tool should hand you, and the interface says as much when the floor genuinely cannot be reached.
Two operations, both driven by one slider, and at zero nothing is touched at all. Pixels below a luma threshold are scaled toward black, with all three colour channels scaled by the same factor, which is what keeps a blue-black pen blue-black instead of turning it grey. Pixels above a second threshold become exactly pure white, which is what lifts photographed paper off its natural grey. Both ends ramp smoothly over a window proportional to the slider position, so antialiased stroke edges do not develop a hard staircase, and the midtones between the two thresholds are never modified. It cannot rescue a blurred or smudged signature, and pushed to full strength on an already clean scan it will thin delicate strokes.

Ten copies fit in five columns and two rows with roughly 4.4 mm horizontal and 10.5 mm vertical gutters, and the 200 DPI tag is written into the sheet and verified like any other output.
Phone photos store an orientation tag rather than rotating the pixels, which is why a portrait shot sometimes arrives sideways. The decode step reads that tag and bakes the rotation in, so what you crop is what you see. Re-encoding then writes a clean JPEG with no EXIF block, meaning the camera model, the timestamp and any GPS coordinates in the original do not travel with the file. On a document that pairs your photograph with your signature, dropping the incidental metadata is worth having.
